Правильно говоришь.высота ступенки должна быть не больше 15 см,а длина ступенки не меньше 30 см.И еще лестницу должен залить бетоном.

Any “skim coat” over bricks is going to be a very temporary repair, unless it’s just a base for ceramic tiles. The thin mortar coat will probably hair line crack as it dries and shrinks.

а чего не хватает для того, чтобы не потрескалось и не развалилось? грунтовки? или армирующей сетки?
ну с их климатом может и нет у нас от перепада температур через одну зиму всем ступенькам конец будет
